There is unclassified documentation which is available under the "Freedom of Information" act. Just do a search for "Tempest 2-95". This document is old however and there have been updates. Unfortunately the updated documentation is not available to the public so you will need to go through other channels to get this information from "the man". If your organization does alot of work in the secure world, there should be someone there who knows who to talk within the government to get what you need.
