Need some specific opinions why it would be better to impliment true H.323 desktop software rather than trying use MSN or AIM chat clients with video.

IMO..using something like PVX or VCON would be much better..

Thoughts...?

As a user of both I would suggest the following advantages:
H.239 content (IM client could use web collaboration for this)
FECC (far end camera control)
Typically better audio because of built in echo cancellation
Support for Multipoint Calls (some IM clients have this)
Support for Gateway Calls
Support for direct recording and streaming solutions (Codian, Starbak, Tandberg)

On the flip side the IM clients are typically easier to setup and are free  As a side note in theory with LCS this will hopefully be less of an issue.

Have you considered a services-based approach like Sony/Glowpoint IVE? You can start with a free client and then add full access to H.323 and H.320 systems as well as multipoint conferencing for a flat monthly fee. Takes care of most support issues associated with deploying desktop H.323, particularly if your deployments are going to be home office users.
