You dont need any software to run real time VC between two Parties.
What you need is proper hardware i.e.Video Conference Camera and the proper bandwidth between the two parties.

What exactly are you looking for? A cheap webcam with netmeeting? Or a full blown videoconferce system with real time video? Need a little more info.
