Tandberg GW dialling internationally

Have several PRI going into an Adtran Atlas. When I plug the PRIs directly onto the gateway and dial internationally the Telco does not see the country code. When the GW is connected to the back side of the Atlas the Telco sees the country code from the Atlas and the calls connect fine. Does anyone know why the GW is stripping the country code (011).
