I have a Tandberg BC that has the old software version on it 5.1 and have been trying to get any rogue EP all endpoints are the Tandberg MXP 3000 to register to my BC. My BC has its own public IP and yet I cannot get a EP with a public IP to register to the BC. (I have yet to get my GK to connect to my BC either but that is another problem all together. ) What am I missing?
5.1 (Q5.1 for the BC - Nx.x is for the GK) software isn't that old...released Dec 2006. 5.2 is the latest out and you should be able to upgrade without having a new release key, i.e. dot release.
As for the problem, don't exactly know what you mean by 'rogue EPs' but does the MXP 3000 have an e164 and h323 configured? What sw version is on the MXP 3000?
Are there any FWs between the EP and the BC? As you may or may not know, the MXP has FW traversal technology built into it so if there is a FW or NAT between the EP and BC, then I'd refer to the following document with regards to what ports are required to be open:

As for the traversal set up between the GK and BC, this could be FW as well but also could be configuration. What is the sw version of the GK? Have you configured the traversal zone between the GK and BC correctly? Is authentication being used on either the GK or BC? Have you looked at syslogs on the GK and BC so has to give you possible clues on what is or isn't going on? Again, reference the user guides for the GK and BC:
