Probably a firewall issue. The problem is the system on the inside of the LAN is only aware of its own IP address, so when you make a call it tries to tell the far end to send all communications to its IP address which is probably blocked by the firewall -- hence the one way communications. The codec sees that as a failed call and times out, hangs up.
You can do a few things:
1. Port forward all of the necessary ports (you can find these in the TANDBERG and H.323 document found under the support/whitepaper section on www.tandberg.com ) if you have a 'public' ip address on the codec. If its a private address you will also have to turn on NAT support in the codec (details in the manual).
2. Put the codec on the public internet
3. Get a firewall traversal solution such as TANDBERG's Expressway solution
Good luck.
