A guy I know tells me that someone on his Tandberg course built his own gatekeeper!
I was just wondering if a) this is possible, and b) if it is possible, how would you go about making one?

he built his own gatekeeper..? Now thats someone with a lot of time on his hands..

There's a big difference between installing an Open Source project's code and writing your own :-)
From that perspective, I'm sure it can be done, but why? Just working with ASN.1 is reason enough to not attempt it. But given enough time, loss of sleep, an obsessive enough person (or some borrowed libraries) anything can be done.
If it's a science fair project for learning to implement call routing in software, try to write a SIP server instead. Much faster and probably more relevant long term.
