are the sites you are trying to connect to Tandberg?
In my experience Tandberg and polycom don't play nice with H.264 (has to do with the h.239 protocol). When we connect to polycom's we require them to disable h.239. or connect via h.263.

This is absolutely not the case - at least not with relatively current software. In the very early days of H.239 (4-5 years ago) there were interop issues but I call Polycoms several times a day interacting with customers etc. No problems.
In the early days of H.264 Polycom tried to be first to market with their own version of H.264 which then named H.264* (asterisk was labelled as pre-standard, and then they just dropped the explanation) which caused interop issues. But all of this should be behind us now.

Unless they are behind in their software updates which never ever happens in the government.... :D
(I talk to a site routinely that is still running 8.x on their MGC100 - crashes whatever call they dial into on my MPS 800 (running j4.5). everytime)
and I consistently have issues with MGC's and my MPS regarding Slave Master setups... Finally set mine to MAster, and make the MGC callers set to slave.
